Noel Mendoza
Noel Mendoza is the Human Trafficking Outreach Program Director at Mosaic Family Services and has been engaged in communities serving youth, families, and professionals for more than 10 years throughout North Texas. He has witnessed the complexities of human trafficking and it is a priority of his to ensure that people receive a comprehensive understanding of the problem and of the profound impact it has on the lives of victims and survivors.

Bill Bernstein, MS
Bill Bernstein is Deputy Director of Mosaic Family Services, an agency serving those who have suffered human rights abuses such as human trafficking and domestic violence. He founded the Multicultural Family Violence Intervention program at the agency in 1997 and the Services for Trafficked person program in 2001 and has served as Chair of the Metroplex Refugee Network and the North Texas Immigration Coalition. He started the legal services program and the counseling program at Mosaic.
Bill directs the program at Mosaic that has served survivors of human trafficking since 2001. Mosaic has worked with over 700 trafficked persons: male and female, labor and sex, adults and minors, foreign-born and domestic. The agency provides case management, legal services, counseling, and housing. Bill is a founding member of the North Texas Anti-Trafficking Team, consisting of federal and local law enforcement, prosecutors, and social service providers.
Bill served as co-chair of the Freedom Network USA, a national coalition of agencies providing services to trafficked persons, for seven years.

Sulan Chang
Sulan Chang is the Program Director of Victim Services at Mosaic Family Services, a safe haven for survivors of human trafficking and family violence. Sulan has over 13 years of dedicated experience in intensive case management and program management and working with survivors from diverse backgrounds, including labor and sex trafficking, foreign nationals and US citizens, and all genders. Sulan collaborates with an amazing team to provide trauma-informed and survivor-centered services to support and empower survivors, including case management, shelter, legal, counseling, transitional housing, economic empowerment, and community education. Sulan provides professional training, community education, and technical assistance for local and national organizations, events, and conferences on the dynamics and intersectionality of human trafficking, family violence, trauma-informed care, cultural competency, social justice issues, and other related topics. Sulan is a selected member of the steering committee for the Freedom Network USA, the nation’s largest coalition working to ensure that trafficked persons have access to justice, safety, and opportunity.
