For over 30 years, Mosaic has been a lifeline for survivors and refugee families in Texas through crucial wrap-around services. However, federal funding that supports these vital services is at risk of being drastically cut or canceled.  

You can take action today by calling your representatives at the state and federal level. See below for more information about the specific issues and a sample script to call. 

Refugee Funding in Texas

In 2017, the Texas Office for Refugees (TXOR) was formed as a workaround to distribute federal funds for refugee programs to organizations like Mosaic, following Texas’s withdrawal from federal refugee support programs. The Office of Refugee Resettlement (ORR) has issued a new policy which states that starting in October 2025, replacement designees such as TXOR will no longer be allowed to administer or distribute federal funds to nonprofits.

We anticipate that Texas will continue to uphold its current position, which would effectively end the program unless the state decides to reverse its course. Without a policy change, Mosaic’s Refugee programs will no longer be funded. 

You can ensure that refugees who have resettled in Texas have access to the care and support they need by calling your state representatives and senators to encourage Governor Abbott to opt-in to federal refugee support programs.

As a proud [Texan / refugee / former refugee / member of the community], I urge you and your office to encourage Governor Abbott to rejoin the national refugee resettlement program to support recently arrived refugees in our community. Due to a new federal rule, community-based providers are at risk of losing funding if the state they operate in is not part of the national resettlement program.  

As your constituent, I am asking you to advocate for this critical funding that supports lifesaving programs and makes our state and communities stronger, safer, and thriving.  

Our communities and state thrive when the most vulnerable people are supported and given opportunities to live in dignity. Welcoming refugees is not only an act of compassion, but also beneficial to the Texas economy and workforce. In 2019, refugees in Texas had a spending power of $5.4 billion and contributed $584 million in taxes. Additionally, refugees have work authorization and are eager to contribute to the workforce and build thriving futures, often filling labor gaps in industries most in need of workers.  

I stand with refugees and ask you to uphold Texas’ legacy of welcome by encouraging Governor Abbott to rejoin the national refugee resettlement program!”   

Refugee Funding Nationwide

Based on the new administrations stated priorities, there is concern that funding for supportive services that help refugees who have already resettled in the United States will be drastically reduced or cut, impacting organizations like Mosaic nationwide. Help defend refugees who have resettled in the United States by calling your members of congress to protect programs that support our newly arrived neighbors.

Domestic Violence and Human Trafficking Funding

Funding that supports survivors of domestic violence, human trafficking, sexual assault, and other crimes is at risk. Federal funds support programs in every state, giving survivors access to critical services such as emergency shelter, legal representation, domestic violence, counseling, housing, and more. You can help protect these critical programs by calling your members of congress and asking them to protect funding for these programs that keep survivors and our communities safe.

As your constituent, I am asking you to advocate for this critical funding that helps survivors escape dangerous situations and enhances public safety. Funding cuts would force many victim service programs to reduce or cease operations, leaving countless individuals without critical support. When survivors have access to victim services support, they are far less likely to return to dangerous situations. These services reduce the risk of repeated violence, prevent homicides, and decrease the strain on law enforcement, hospitals, and our criminal justice system.
